Frequently Asked Questions (UPSC/PSC Rules)

1. Does filling out the UPSC application form count as an attempt?
No. Just filling out the form, paying the fee, or downloading the admit card does not count as an attempt. An attempt is only counted if you actually sit inside the examination hall and sign the attendance sheet for at least one paper of the Preliminary Examination.
2. What is the upper age limit and attempt limit for the EWS category?
Currently, the Economically Weaker Section (EWS) category enjoys a 10% reservation in seats, but there is no relaxation in age or attempts for UPSC. Candidates under EWS have the same criteria as the General Category: maximum age of 32 years and a total of 6 attempts.
3. Do State PSC exams (like UPPSC, BPSC, MPSC) have attempt limits?
Unlike UPSC, most State Public Service Commissions in India do not limit the number of attempts. They only enforce an upper age limit. For example, UPPSC allows candidates to apply up to the age of 40 (for General category), regardless of how many times they have appeared before.
4. What if my birthday is on August 1st? Am I eligible?
UPSC rules are extremely precise. If you are a General category candidate applying for the 2026 exam, you must have been born not earlier than 2nd August 1994 and not later than 1st August 2005. If your 32nd birthday falls exactly on August 1st of the exam year, you are not eligible to apply.
5. Are there extra attempts for Persons with Benchmark Disabilities (PwBD)?
Yes, PwBD candidates get significant relaxation. A General/EWS/OBC category PwBD candidate gets 9 attempts up to the age of 42 years. SC/ST PwBD candidates get unlimited attempts up to the age of 47 years.
